Paola Industrial Park
  • Approximately 34 remaining acres

Tax Abatement Policy

  • Requests directed to city's Board of Review for recommendation
  • Generally follow Constitutional limitations of manufacturing, transportation, warehousing, research and development
  • Prefer declining scale (100%, 90%, 80%...) but will consider structuring differently to meet applicant's needs
Industrial Revenue Bonds
  • The Paola City Council may approve issuing IRBs when, in the opinion of the Council, the project being financed is reasonably expected to promote, stimulate, and develop the general economic welfare of the City.  This can be accomplished through the promotion and advancement of physical and mental health, industrial, commercial, agricultural, natural resources, and recreational development in the City, and is deemed to be in the best interest of the City.
  • IRBs should also be used to encourage and assist in the location of new business and industry to the City, and the expansion, relocation or retention of existing business, industry, and health development, and to promote the economic stability of the City.
Utility Connection Fees
  • The City of Paola Charges fees for new water and sanitary sewer connections.
  • The Paola city Council may consider waiving or modifying these connection fees for constitutionally tax exempt business categories or for locating a business in the City that fills market gap.

Neighborhood Revitalization Plan

  • The Paola City Council adopted a Neighborhood Revitalization Plan that is intended to promote the revitalization of a portion of the city through rehabilitation, conservation, or redevelopment of the area in order to protect the sound growth of the city.
  • The primary intent of the Neighborhood Revitalization Plan is to provide the community with a long-term increase and stabilization in their property tax base by encouraging rehabilitation which might not otherwise occur.
Tax Increment Financing
  • The City of Paola recognizes that it is essential to stimulate economic growth and development of new commercial enterprise in order to provide services, employment and tax revenues for the benefit of the community.
  • To meet these economic development goals, the City recognizes the need to encourage the redevelopment of property located in the City by creating redevelopment districts and financing for qualified redevelopment projects, as provided by the Kansas Tax Increment Financing (TIF) statutes.
  • Approved TIF financed projects should be those that would not be viable without TIF assistance because of conditions of blight, unusual circumstances existing on the redevelopment site that hinder redevelopment, or other factors that make development more difficult.

  • The City  of Paola has eight identified Enterprise Zones.  These zones have been identified as areas that may qualify for special development incentives such as State provided income tax credits, sales tax abatement, and worker training incentives.
